The Abu Dhabi Registration Authority (ADRA) reported a 29% rise in new economic licences in 2025, highlighting the emirate’s growing appeal to investors. Growth spanned sectors, regions, and licence types, reflecting initiatives designed to simplify business operations and support entrepreneurs.
Renewed licences also climbed 20%, while active licences grew 13.5% compared with 2024. In addition, ADRA introduced updates to expired licence registrations and added new economic activities, which helped entrepreneurs and investors navigate Abu Dhabi’s business ecosystem.
Industrial licences increased 20%, tourism 10%, occupational 122%, professional 28%, commercial 28%, and agriculture, fishery, and livestock 12%. Geographically, Abu Dhabi City saw a 31% rise, Al Ain Region 29%, and Al Dhafra Region 16%. These figures show that growth occurred across all major areas of the emirate.
Mohamed Munif Al Mansoori, ADRA Director General, described the numbers as proof of Abu Dhabi’s strong and attractive business sector. “The growth we achieved in 2025 builds on already high bases from previous years,” he said. “We remain committed to meeting investor needs and continuously improving the business environment.”
He also highlighted compliance achievements. “We registered 53,701 ‘Real Beneficiary’ declarations, a 14% increase from 47,261 in 2024. These efforts align local establishments with legislation and international standards while boosting Abu Dhabi’s economic competitiveness.”
ADRA relies on research, stakeholder dialogue, and advanced digital tools to create a supportive business environment. These measures streamline procedures, provide advisory services, and enhance regulatory processes. Consequently, entrepreneurs can take full advantage of Abu Dhabi’s diverse economic opportunities.
Specialised licences showed strong growth as well. Mobdea licences for Emirati women entrepreneurs rose 32% to 3,306. Freelancer licences jumped 70% to 3,502, and Tajer Abu Dhabi licences increased 24% to 8,901. The Tajer licence allows entrepreneurs to conduct over 1,200 economic activities without requiring physical premises for the first three years.
Commercial activity indicators reflected this momentum. Promotional offers rose 8%, while advertisements increased 26%. Moreover, these numbers underscore the effectiveness of initiatives that support business growth and help the sector adapt to technological and economic changes.
