MBRSG Unveils Hybrid Education Model for UAE Leaders

The Mohammed Bin Rashid School of Government (MBRSG) has launched a new blended learning model that combines 49% digital content with 51% in-person teaching, aiming to advance flexible education for government professionals and strengthen the UAE’s position in administrative excellence.

The initiative is aligned with the ‘We the UAE 2031’ vision, which emphasises digital transformation, artificial intelligence (AI) adoption, and future-ready education. It also supports the UAE Digital Government Strategy 2025 and the Dubai Digital Agenda, reinforcing Dubai’s role as a leading smart city with advanced digital education capabilities.

Innovation in government education

His Excellency Dr. Ali bin Sebaa Al Marri, Executive President of MBRSG, said the model reflects the school’s commitment to delivering high-quality academic content while embracing modern learning methods.

“This innovative model demonstrates our commitment to advancing academic education with flexible, dynamic methods tailored to global transformations,” he said. “It ensures an interactive learning experience without compromising quality or academic rigour, advancing the UAE’s leadership in adopting digital tools and technologies to reshape public administration.”

Dr. Al Marri added that the approach is designed to prepare future leaders with advanced tools and AI-driven capabilities to meet administrative objectives. “Digital learning is now a strategic necessity for enhancing government agility and empowering decision makers,” he said.

Balancing flexibility and engagement

The hybrid model combines online learning with in-person sessions, allowing professionals to balance their studies with work commitments. Digital components include interactive multimedia resources such as videos, recorded lectures, and e-assessments, enabling learners to progress at their own pace. In-person elements maintain the engagement and collaboration essential to leadership training.

Programmes are developed in partnership with global institutions specialising in public administration, innovation, and digital transformation. This ensures that content meets international academic standards while being tailored to the UAE’s governance context.

Supporting strategic goals

By reducing reliance on physical attendance, the new model promotes remote learning and continuous skill development for government leaders, removing time and location constraints. The approach also fosters strategic thinking and data-driven decision-making — skills considered essential for a future-ready government.

The programme reflects broader trends in public sector training, where flexibility, digital literacy, and AI integration are becoming central to capacity building. Analysts say that MBRSG’s initiative could serve as a model for other Arab governments seeking to modernise administrative education without sacrificing quality.

MBRSG positions itself as both a regional and international benchmark for combining academic excellence with technological agility. The model’s scalability makes it adaptable for adoption across various governance contexts, offering a pathway to enhanced competitiveness and innovation in public administration.
